Your hot water system has to keep water above 60°C, to stop harmful germs (such as Legionella) growing in the tank. But water that hot can burn skin in seconds, especially thin skin, or skin that has lost some feeling.
A tempering valve fixes this. It sits between the tank and your taps, and mixes in cold water, so tap water is never hot enough to burn. The plumbing standards set that at 50°C for a home, and 45°C in aged care.
Please don’t just turn your hot water system down instead. That lets germs grow in the tank. The valve means you don’t have to choose.

The valve is plumbed in, so you need the owner’s permission. Many are glad of it, because it protects them too.
